Well, Child Protective Services comes to mind, and here in Idaho our legislators have declared that more that 80% of calls to CPS are fraudulent! Which doesn't matter, because "Won't somebody think of the children?!?" So, every claim is assumed to be true, and families are put through hell in the process. Again, that's the point. Government harassment that is intended to instill fear and drive unquestioning compliance.
